Most states and territories have a nursing authority that regulates all levels of nursing care, including general nurse/professional nurse practice (generalist/professional nurse), registered nurse (registered nurse), and registered nurse (advanced practice nurse) (www.ncsbn.org). Some states, such as California, Nebraska, West Virginia, and Louisiana, have separate state boards for the practice of PN/VN, RN, or APN. These bodies are all members of the National Health Committees (www.ncsbn.org) of the National Council. The National Council of State Boards of Nursing (NCSBN) promotes evidence-based regulatory excellence for patient safety in nursing and public protection. The NCSBN supported the Nurse Licensure Compact with 34 state nursing agencies and recognized a single nursing license for practice in multiple states. [3] However, nurses are accountable to the respective state NPA at the nursing practice location. When a patient or family sues a nurse for substandard care (malpractice), certain elements must be proven in court: duty (the nurse had a duty to the patient), breach of duty (the nurse breached that duty), damage or injury (some type of damage or injury must be proven) and causation (that the damage or injury caused by the nurse as a result of a non-compliance with standards of care). [7] Malpractice cases before the courts may seek damages and punitive damages against a nurse, but only the nursing committee can discipline a nurse for substandard practices. [4] Prior to the 1870s, most people were cared for at home by family members because most people did not respect nurses.
The vision of nursing began to change as new medical advances were made in the late 19th century and led to the early 20th century. [11] In all Canadian provinces except Quebec, newly registered nurses must have a Bachelor of Science in Nursing. [22] This is achieved either through a four-year university (or collaborative) program or through a bridging program for licensed practical nurses or licensed practical nurses. Some universities also offer condensed programs for applicants who already have a bachelor`s degree in another field. Registered nurses must also meet certain other standards to meet the registration standards set by the NMBA, and these may include continuing professional development, timeliness, background checks, and English proficiency. There are four defined roles of APRN: At the heart of any registered nursing practice is the provision of holistic, patient-centered care, according to the American Nurses Association. NPA`s regulation of long-term care is a state-initiated effort. The ordinances are intended to unify the laws governing nursing practice. AFNs emphasize the responsibility of all nurses not only to provide, but also to improve safe client services. The AFN provides nursing standards of practice and a code of conduct for the continuing privilege of practising nursing. Clear nursing definitions of practice are detailed in the AFN and aligned with the nursing process for developing a patient advocacy care plan. In addition, the scope of practice includes safe nursing practice appropriate to the level of training and orientation. [5] A person who has completed a state-approved program of practical or professional care, has passed the NCLEX-PN exam, and is approved by a state nursing board to provide patient care. This principle of protection is achieved through the assessment of competencies at the time of initial registration and throughout the nurse`s career. Licence requirements are determined at both initial licence approval and renewal. Licenses and titles are defined and protected by the NPA for public use. They are preferred and granted by the BON after meeting the requirements for completion of registered nursing education programs, successful completion of professional council examinations, background checks and payment of applicable fees. The NPA is the law for nursing practice in each state and is used as a guide.
Therefore, the NPA has clearly defined terms and phrases that state protection authorities can use for enforcement. There are terms that are established for communication between legislators and citizens. The BON has the power and authority to regulate nursing practice using the language specified in the NPA. CN also has a responsibility to protect the health, safety and well-being of U.S. citizens from substandard care. NO members are generally appointed by the Governor or Senators with recommendations from various state or territory professional associations.
